I assume that they do the play wrong because it's retarded but there's a few things going on here.
It's 4th down with 3 yards to go which means the offense has one play to either advance 3 yards and continue the offense or kick the ball far away and begin playing defense. If they fail to kick the ball or gain the 3 yards then the other team will begin their offense from the current spot of the ball (this is called a turnover).
This is supposed to be a trick play, obviously. The entire offensive line (who would normally block defenders) move away from the ball itself. My guess is that they were trying to draw as many defenders towards those players as possible, but the defense immediately sees through the trick and they all switch to a blitz defense (bum rush the guy with the ball instead of guarding an area) and fuck the punter (who ended up getting the ball) up.
Overall a shitty and confusing play.
