It's the same place. The CotF were pushed all the way back to the Neck where they flooded it before a 4,000 year old pact was placed and the White Walkers abandoned to the North, where it slowly became winter. Hell it's been stated many times that if the White Walkers win, the world will be plunged into eternal Winter.
They are the reason for Winter, at least a Winter on that scale. Winter has always existed, but it's more like the very base Winters that happen in our world, or in say Winterfell currently, it's snowing and cold, but that's it. The White Walker winter is literally freezing the land for eternity.
