Production companies just refuse to accept the fact that the cause of declining sales is that there's more competition now than there ever has been and it's becoming more and more as time goes on. Go back 40+ years and there was a time when few enough movies and TV shows came out that literally everyone watched whatever was the new thing at the time. Same with music, the best bands rose to the top quickly and everyone listened to the same music. That's not how it is any more.

Even just when I was a kid I remember movies staying in theaters for nearly a year at a time in some cases. But now so many movies are released, they can only stay in theaters for 2-3 months at a time. There's simply an overflow of content in all media and everyone can latch onto their very specific niche. It's even possible to simply miss the existence of a movie or TV show among all the noise.

Competition goes up, audiences get thinned among the herd, and individual sales go down except for the biggest of hits. It's just how shit is going and companies need to learn to deal with this exponential increase in competition and adjust their 60 year old business/marketing models (like why do movies still not have simultaneous worldwide releases in the global age of the fucking internet?) rather than simply blaming piracy and refusing to take responsibility for their antiquated business practices and ideas of how the industries work.

Video piracy is copyright infringement, NOT theft. Theft is the removal of something from someone else's possession. Piracy is the illegal distribution of something you legally don't have the rights to distribute (copyright infringement).

This is the big reason lawmakers have sucked at stopping piracy. Because lawmakers and the general public know piracy is "wrong" but don't really understand copyright and how exactly it breaks the law so they make this false comparison to theft.

Also, the big problem is that illegal copyright distribution means the people sharing the files are the ones breaking the laws NOT the downloaders. But lawmakers have a bad history going after the distributors (and can't go after some of them in some countries) so they go after the downloaders who are legally (in most countries) not actually doing anything wrong.
