Conan has too much personality.
He could have shut the Jay Leno lead-in show down if he weren't so effete. He might have had motivation to do so if there weren't a $40M payday on exit.

Leno's too insulted. Since the 1980's, Leno cultivated a "company man" attitude towards the big GE, willing to perform for corporate events and play ball with big sponsors (The Late Show movie acknowledges this by having the first person who recognize him mention his once iconic Doritos commercials).
Conan really fit more into the Letterman mold.
