Hellywood actually bought and developed spec scripts from the outside world.
Now they just copy and paste scripts together for Capeshit and Starshit and whatever the flavor of the decade is.
The esteem for writing in film is at an all time low and it shows. Meanwhile you have novelists writing highly successful TV shows like True Detective and Fargo.

Kids raised on badass Westerns from the 50's and 60's grew up to become macho film directors. People making movies these days grew up on action figures and video games.

because in the 90s the USSR collapsed and the US didn't have a villain. then the 2000s hit and they got a villain that was actually threatening.

Law of averages. No doubt there are a lot of greats of the era but there are lots of duds too.
If you make as many action films as hollywood made back in the 80s you will eventually hit a few high notes for the genre.
If you want Hollywood action these days you have to see it in strictly regimented capeshit and nostalgia revival franchises. Sad times really
