He's never been done effectively in any media I've seen. He's meant to be very grimdark but is often overshadowed by wackier and more flashy Batman villains (aka Joker).
Affleck seems like he wants to do the dark, brutal Batman so this is a good fit.
Maybe they'll do him like they did in the Arkham Origins trailer (I've not played the game), where his performance both vocally and visually made it appear as though Scarface-era Al Pacino was behind the mask
