I think that kind of works actually...Avengers conflicts are the big public "happenings" that people pay attention to while absolutely insane shady government shit and wars are carried out secretly. Kind of makes sense too seeing as the general public in the real world doesn't know about S.H.I.E.L.D. Goings-ons but pay attention to the Avengers.
