When i was a young and stupid leftist i enjoyed this film but in order to accept it I told myself it was just a big satire.
Now that i'm a bit older I'm more inclined to think it's genuine with some humorous exaggeration.

Verhoeven wanted it to be satire but he didn't even read the book so it's no surprise it comes across as genuine to younger views (AKA the target audience of the movie)

I would say his execution on lampooning it was thrown off a bit but you can obviously see the satire and propaganda, he also forgets that propaganda works which is why governments use it.
