Well not really 'shit writing'. She can't do it herself but she's angry so it makes sense for her character to say something like that out of sheer thirst for vengeance. She would probably order brieene to do something and get help. She may fail or someone might convince her to back down but it isn't shit writing for the character sansa to follow her desire for revenge to reckless levels after all that she experienced.
