It was the initial plan, Gandalf went to speak with the eagles and devised such a plan but he knew he couldn't outright tell everybody in the group right away about the plan hence him taking the fellowship through a trecherous detour in the mines of Moria.
Gandalf planned to tell Frodo the exact details when he knew none of Saurons spies could hear the exact plan but right before Gandalf could tell Frodo, he fell to his "death".
Gandalf telling Frodo "Fly you fools" was him trying to give Frodo a vague message which was actually quite literal.
