Justinian and Theodora commanded the most powerful empire in the Western world at the time, and essentially were co-regents with Theodora weighing in on every decision. They brought the Byzantine Empire to its greatest extent and conquered/defeated loads of rivals.
Isabella and Ferdinand also had a fair degree of co-rule and their marriage more or less united the Iberian peninsula under Christian rule for the first time since the invasion of the Caliphate. Sure, Portugal was it's own state, but nobody cares about Poortugal.
William and Mary settled about a half century of conflict over the role of British monarchy by accepting the regulations of parliament and firmly establishing that Catholicism would not creep back into the government. Certainly not the most powerful rulers of Britain, but they are the most famous co-regnant spouses.
There are too many other couples to name who have headed states sometimes spanning entire continents, which I would think firmly puts them above random college students, however shrewd they might be
