Azkaban is made to seem like a fucked up and terrible place where good people (i.e. Sirius) are subjected to unjust treatment, yet Rowling doesn't portray any sort of wholesale rejection of the place by the good guys, as if there are two standards of justice for those who the reader should view as 'good' and 'evil'.

It's not a one-time thing. The 4th book has a story about some bimbo secretary being mind controlled through that curse, and she fought it to the point where they couldn't let her out of the house. Yeah there are selective comments about the dementors specifically, but my issue is with a lack of general outrage towards the prison itself. It doesn't jive with a functional democratic society that has institutional support for personal liberties.

We don't know how big wizard families are, but it seems to be about average for the most part (1-3 kids, with the Weasleys as an outlier). Therefore, the number of adult wizards is probably 1000 or less, accounting for those who never had kids. Rowling's number is garbage, but even if you accept that it's a damn tiny army you can get out of it, and has been pointed out mind control is not perfect.

Could you secretly control the British government? Maybe. Could you openly take over and herd millions of people into concentration camps without getting your robed asses ripped open? Not a chance.
