He did lift it. He just doesn't want to take anything away from his friend. He immediately realized the only thing special about Thor is his hammer and since Cap is just the nicest person in the universe he doesn't lift it on purpose.

If you can budge the hammer even an inch like he did he can also pick it up and swing it around, in my mind.

Vision picked it up because the Hammer doesn't even register him as living. It would be like pulling a table out from underneath the hammer.
