This rarely happens, and should not happen. Dialogue scenes in anime can get away with not much animation when they correctly mix changes in camera angles and small bits of animation. Shots of characters talking with no animation should not be held for too long.

I reacted to the movie like this when I was like 15 wondering why the movie felt like it just ended so abruptly or why there werent that many action scenes.
But then I rewatched it a few months ago and I was really interested in the monologues and where the mystery was actually going. One thing the movie does really well is that it follows more of a thought process not really a chronology of events. This movie does a lot with identity in regards to the digital world and it's still relevant even now. Why it goes over your head is probably that you're expecting something completely different from it. And I'm not trying to be condescending or anything but GITS is more of a conversation presented in a neat aesthetic.
