He's Luke's droid and was carrying the completed map of how to find him. Luke was a key piece to the plot of the film and R2 ended up having what was needed to find him. A cheap plot device sure but there was definitely a reason he was there. Also Luke is going to be a lead character in the next film so it makes sense he have his droid companion with him.
