Simple movie magic. It's his hand that goes up on the wall but on the next cut it is switched with a fake one. The knife was shot with a pneumatic gun and the blood added on the next shot. The fake hand was rigged with cables for movement, you'll notice that it moves as the guy takes the knife out. It's all on the director's commentary track. Worth listening to if you ever get the chance, Verhoeven is a real character.
