The plane scene is notable in that it's so removed, it has almost no connection to the rest of the movie.
They could instead have just had one throwaway line about Bane capturing Dr. Pavel, no reason for the plane scene to be there.

He and Masketta Man already had Doctor Pavel as their prisoner (though somehow Pavel didn't realize it I guess?) They didn't need to give him up to CIA only to abduct him again. There were other ways of faking Pavel's death. Also, this meant that someone needed to left in the Wreckage Brother (apparently, even though CIA clearly filed three prisoners on the flight plan and was just bluffing when he said he only included one of them), an unnecessary causality.
It was a convoluted and terrible master plan.

Pavel carries the most blame. However you must consider his circumstances before you judge him, it's clear Pavel has had a difficult life. He even admits to not having any friends to bring on CIA's plane.
If there were more social safety nets to catch vulnerable individuals like Pavel none of this would of happened.
