I always interpreted "Cannon Fodder's" plot being about a society that lives, breathes, and exists solely around the idea of war. Everything in that short shows a society that lives with war on a daily basis and becomes normalized. Throughout the short, we see tons of references to an enemy/military threat, but never once do we actually see an "enemy." I always interpreted it as the society/media created a threat (or continues to make the populace a defeated threat still exists) in order to maintain the status quo - because at that point war is soo ingrained in their daily lives that they cannot exist without it.
At least that was my interpretation of it.
