Sure, people tend to act in their self-interest and so your system of reciprocal benefits would make sense in light of that, but that's not a moral argument.
You have to explain why people _should_ act in their self-interest. You have to give the underlying moral framework that makes acting in your own self interest and thus setting up this system of reciprocal benefits not just "the thing that we do" but "the right thing to do".
Just because something is, does not mean it ought to be.
And so in this sense my rationale for making the overall goal of society exterminating the colour blue is the same as your rationale for making it benefiting the whole: because that's what I want to do.
This what I mean when I say underlying normative assumptions. Your system is rational to a point - it's still based on an arbitrary assumption that you just pick out of thin air with no real justification.
Creating a godly society is as respectable a goal. Furthermore, the fact that the High Sparrow's laws may hurt society doesn't make him morally undesirable because you cannot prove that benefiting society is even a good thing.

The problem is that I'm not disregarding that as a reason to act selflessly. It's a good, practical reason, like you say. It's just not a _moral_ reason.
Originally I claimed the High Sparrow is the best person to be in charge of King's Landing. The criticism was that the High Sparrow enforces a bunch of bullshit religious laws that do very little to help - and may actually harm - the common people. My response was that you can't objectively prove that harming the common people is a bad thing, so it's irrelevant.
However, this argument actually undercuts itself. If I am going to claim that the High Sparrow is the best to rule King's Landing then I am claiming there is an objective goal for King's Landing to be headed towards and the High Sparrow is the best person to take it there. This gives us the metric by which we can judge whether or not harming the common people is good or bad. The goal that I set for King's Landing is arbitrary, but if we both accept the goal without argumentation then we have an agreed-upon measuring stick that turns subjective into objective (much like 'pretty long' is a subjective measure of length and '2 metres' is an objective one thanks to the standard unit).
So, in essence, I am being a hypocrite. At best I am being deliberately obtuse by not stating what the goal that I have set for King's Landing is but still asking you to argue based on it.
