Lex's motivation is pretty solid in BvS. Unlike Ozy, he never tells anyone his plan, and the only people who have all the pieces are the viewers. I think Bruce put it together, but time will tell.

Lex wanted to make Superman an alien menace. It's Ozy's plan if he'd had an actual alien to exploit. The difference is Clark would never be a willing accomplice in it, therefor the frame-up.
Lex absolutely expected Bruce to die, if not at Clark's hands, then Doomsday's. In either scenario, he's still got an alien menace left for his Justice League to defend the world against.
