This scene is a recreation of the original sin of man.
Eve (Pavel) is tempted by an outsider (CIA) with an offer, because of her misguided decision Adam (Bane) is exiled from paradise (Plane).
So why would CIA even want Doctor Pavel? Does the Central Intelligence Agency want to know how to turn Bruce Wayne's failed reactor project into a low-yield hydrogen bomb? Why could they possibly care? There's no way they actually care about some nobody schmuck nuclear scientist, since the government has tons of them on hand.
I guess they didn't want him to fall into the wrong hands. But since Doctor Pavel's magic reactor nuke will only work on the Wayne magic reactor, the CIA could just as easily sieze that instead. Eminent Domain on the research lab, then destroy it.

Maybe the plane scene was all a hallucination of a captured and drugged Dr. Pavel? When Bane and Pavel exit CIA's plane, there are no people to be seen. Maybe the plane scene is just wish fulfillment on the part of Dr. Pavel trying to escape, at least in his dreams, from Bane?
