Theoretically, if he has proof he could be blackmailing them for money on a continual basis. Naming them would just frustrate his scheme, since he'd no longer be able to blackmail them. He'd turn a source of income into nothing except some "societal justice" horseshit by locking up a rapist.
It's simply not in his best interests, if this is what's going on.
If this is not what's going on, as someone already mentioned, without proof he can't really name names without having serious litigation against him for defamation of character.
