Fallout 3 made the fallout world like this. It was much more subtle in Fallout 1 and 2. It had the flavor of the 1950's tech but didn't immerse itself in that world. It was largely independent.
The 1980's/70's tech shows up in Fallout near the beginning of the Great War. Look at the weapons and armor design like Combat armor. They were just beginning to break out of that aesthetic until the bombs dropped.
