I don't really find Kramer that funny. If someone tell me that Kramer is their favorite Seinfeld character it's a Plebeian red flag.
He is all physical comedy and the humor that doesn't rely on him spazzing up and twitching grotesquely instead tides from some sort of never-explained long-running inside joke about Kramer that no one really bothers to explain yet everyone is in on.
He's basically the source of his own humor. His persona is his punchline, and the punchline is his persona, and in the end you don't have much substance besides his jerky, physical absurdity which is about as funny as a clown at a state fair.
Jerry and Elaine are much more grounded and real characters and that makes them funnier than George or Kramer, to me at least.

He's the best character by far.

Kramer was a one-note guy. After a few seasons, a program could have written his parts. He's the most "catch-phrase" infused boring character of the whole show except maybe for Kenny Bania.
One could even say Kramer is a Kenny Bania that "the cool kids" accept.

Any other female character as funny as Elaine? Sweet Dee is OK but she's not really funny by herself since she's the butt of every joke

Watch the episodes again. She literally only says what the guys need in order to progress the story/jokes. She sits there like a puppet until she's needed, then she squawks.
Not even a feminist; in fact, I think most women should shut up and/or go away, but this is shoddy writing that I cannot tolerate.
It's one thing to acknowledge that women are good for little; it's another to write one in as a puppet to do your bidding. I can't abide the latter.
