He's just dumb. He became a traitor to the crown by making enemies of the only house that ensured his grip on the north. Sansa didn't change shit. The Stark loyalists would see her as a hostage, and the pro-Bolton camp could care less.
Giving Sansa a more meaningful plot was a good idea but that whole plan makes no sense.

The focus on Ramsay is to put less attention on Roose.
