He recognised he's very good at improvising plans and caused / constantly prolongs the civil war to get opportunities to rise up.
Right now he's working on installing a sympathetic lord in the vale and allying that with he Sansa-controlled north. I presume his end-game is Littlefinger as the Hand (or power behind throne) of a very weak king, with everyone owing him favours.
