He's making a few statements here.
The first is that the pistol and rounds in it are carbon fiber to evade the metal detectors in the building.
The second is Chinese are stupid. Instead of a vanilla .22 or .32 round with carbon fiber jacketing they use a special snowflake .28 offering none of the advantages of either round and their well documented ballistics and recoil. This is probably why it didn't fire.
The third is that Mr. Maroni is a failure as a hitman.
Why carbon fiber? I guess it's supposed to be able to pass through metal detectors, but aren't the bullets lead, with brass casings? Unless he was literally shooting Dent with a BB gun.
