You just don't understand how RT works do you? The site doesn't review or offer any opinion of the films in question by itself. It merely collates the reviews of all the critics: if they award the film a score 6.0/10 or better (aggregate depending on the review scoring system) it is considered 'fresh', 5.9/10 or below it is 'rotten'. The average rating can vary quite differently from the % of critics who rate it higher than the fresh/rotten breakpoint.
For BvS this means only 28% of all the critics gave it a rating of 6 or higher. The other 72% thought it 'meh' at best - and you see that reflected in the 4.9/10 avg. rating. Which also means that even if RT set their fresh/rotten rating at the more typical 50% BvS still wouldn't have been fresh.
