No it's traditional people contrasting with a ever-evolving world.
The best part is that they show that both are flawed in certain ways. Hank is often showed to be too scared of new trends that are ultimately good, but then there are other times when his traditional way of thinking is much more rational than the, let's call it, MTV culture.
The reason the show works is that Mike Judge does such a good job of riding the line of not projecting his personal beliefs onto show. Ultimately the program shows the good and bad sides of both lifestyles.

I can't think of any tv comedy (animated or otherwise) with such subtle humor. Not trying to be "2deep4u" but I really think the people that didn't like KOTH literally didn't get the jokes. The show requires patience as you have to understand all of the characters very well to understand what makes certain phrases/mannerisms in specific situations funny, but once the show "clicks" it honestly becomes probably the most consistently funny show ever televised.
