This Mon Mothma is only four years younger than the Mon Mothma portrayed in Return of the Jedi. Essentially, she's a recast.

My bet is they are going to do some of those off camera things. Like get out 'I Rebel' I have a meeting with Princess Leia. Leia comes in as 'I Rebel' leaves and we only see Leia's hair bun.

How? Didn't Lucas plan on doing this in episode III, but the technology of 1977 film couldn't work with the 2005 revenge of the sith film.

They resurrected Paul Walker in Furious 7 via CGI, we have the tech now.
I think we'll probably see cameos from well known characters but they won't really be acknowledged or more than short interactions/easter eggs

Well, he kind of died while Furious 7 was already in production, so they had to do something other than just "lol his character is elsewhere forever now." Same with Hoffman dying before Mockingjay got finished filming.
Granted, those circumstances are much different from "let's get a dead actor to make a cameo for nostalgia points" that surround Tarkin.
