The military cordons off a "safe zone" and gets people to evacuate there.
They feed them and work alongside them for weeks.
They send patrols out into the city, looking for people signalling for help. When they find people signalling for help, they shoot those people.
After a set period of time, they are also scheduled to kill everyone in the "safe zone" and then leave.
The plan is complete nonsense and pure evil.

I'm not too sure about that. Sure, they might have figured out most things about zombies just a few days in, but actually killing off all zombies before you run out of resources is pretty difficult. 150 thousend people die a day and when you count the zombie factor, easily millions. Not to mention the fact that half the population in big cities would try to rush out, so the zombies aren't just concentrated in epi-centres, but across the whole country, making it even harder to eliminate them.
Of course the military wouldn't suffer any losses and would be swiftly removing zombies at first, but after a while they just give up because most of the country is already dead.
