Jimmy started off trying to work hard, take care of his brother and stay away from being slipping jimmy
then he started to slip up, first with the skateboard twins, he tried to pull a scam (but for good reasons)
then he decided that if he was put in front of a bag of money again, he would take it
then when he found out about chuck working against him, he was on a vendetta to prove his brother wrong, and then to live his life and practice law how he wants no matter what chuck thinks
he is undergoing constant change
kim was stuck up, but then she loosens up a good deal over the course of season 2 so far
mike isn't really progressing much, most of his role is back story, and action subplots to slow down the pace of jimmies character arc
all other characters are minor, giving them too much progression wouldn't fit the shows narrative

So according to you, learning more about a character constitutes character development.
Jimmy - we learned part of the reason he is the way he, is due to his weak, naive father. Since BB we have come to learn about his love interest, and how she plays a pivotal role in descisions she makes, we've come to learn how a major part of his life has revolved around making his brother proud. We've also come to learn that a major part of his motivation comes from his friend (Marco) that would aid him in scamming people.
Chuck - A major thing we learn about him, is that he was always resentful towards Jimmy. We learn that he was preventing Jimmy from obtaining opportunities at HHM, we also learn that his contempt for Jimmy stems from that story he told about Jimmy stealing from his father.
Kim - From the beginning, she looked like she was going to be that character that's a stuck-up bitch, always brown nosing to the boss, who treats Jimmy like shit. She turned out to be so much more than that. Obviously she's Jimmy's love interest. But we also learn that she believes in upholding the law, and doing it the "right way." Despite this, she still decides to date Jimmy. She also has incredible skills as a lawyer, and this last, last episode gave us a little bit of her backstory. Giving us some reasons as to why she decided to become a lawyer.
Mike - This ones a doozy. "Five-O," this amazing episode gives us huge information about Mike. We learn that a major motivator for him is his son's death. It's the reason he sticks around, and helps his son's wife. We also learn that Mike wasn't always the badass he is in BB. He makes mistakes, and shows fear. We also learn he served in a war. (Possibly Vietnam - Shown in that scene where he is buying a rifle to take out Tuco.)
