Night of the Hunter is really only "noir" in its visuals, but those similarities were cribbed from German Expressionism anyway so even thats a loose connection. In its story it lacks the cynicism, moral corruption, wrong man/man in over his head/femme fatale storylines typical of the genre.

Noir isn't a genre, though. It's a movement. Night of the Hunter, along with outliers like Sweet Smell of Success and Lost Weekend, all qualify as film noirs. Yes, it has a certain cynicism, a certain salaciousness, but the other parts (wrong man, in over his head, femme fatale) are not required.
It's the reason why later films like Red Rock West and Body Heat will only ever be neo-noir, because the period in which they were made is as important.
That being said, I think it's not hard to identify noir films. It's a "genre" that has a number of external factors that tip you off. Like westerns. Yeah, because of common recurring themes, you get those jackasses who tell you that their favorite "western" is Assault of Precinct 13 or Seven Samurai, but that's a complete joke. Regardless of theme (even though it's mostly expected), westerns have a setting that tips you off right away as to its generic classification.
Just because noirs were heavily influenced by German Expressionism, doesn't change anything. That's a quality of those films. Noirs can in a sense be considered American mid-forties-to-late-fifties takes on Expressionism. Also why the term "proto-noir" is common for referring to films that shaped the overall look of the noir period.
