You're missing my point. None of it is out of place, but it's poor writing. It's practically introducing a nazi and then having nazi revenge. Someone being a crazed manic is a poor attempt to make a good villain and having a "look she's getting back at him but way worse" retaliation is just as weak. Greg Nicotero is as far from being an amateur as you can get in a zombie film. Also I'm not convinced they can't afford a brutal iconic execution. But if you are then I'd love to read a real run down.
Here's one thing to notice.

Negan points out that if he talks or whatever, take Carl's eye and feed it to Rick. Negan looks to the right of him(towards Carl?) while saying so. This means that its very unlikely its Carl, and it cant be Eugene either in that case, since he would be looking left to point towards Carl.
So there are only two remainders, Sasha and Aaron, both characters that SJW's will complain about being killed.
If they kill Aaron, it would be a cop out, since he is the least interesting and important character.
If they kill Sasha, it still wont be a big main character death like Glenn or Daryl, so still a semi-cop out, but it gives Abraham a revenge arc.
I personally believe AMC will go full cop out and kill Aaron. Then again, I know these hints arent really relevant since they havent filmed or decided who to kiln
