You know why I think it's a grand admiral besides the white uniform and the cape? He's got code cylinders on his shoulders. No officer of ISB who ever appeared on screen had these, not even in ANH. Only high ranking officers of the Empire had code cylinders on them insofar as the movies are concerned.
