Apparently Mads is the scientist who designs the Death Star and then defects. He's an outside contractor and not an Imperial so it would make sense that he's just in a cloak and not a military uniform.

Sheev had a whole bunch of non-Vader dark side wielding acolytes doing his dirty work in both the old EU and new canon EU, from his hands to the Inquisitors to whatever other fucked he had.
It's probably a low-ish level "Sith-y" character who gets assigned to fuck the rebels but dies at the end of the movie, potentially executed by Vader for his failure or something.
