Germany also repeatedly lied to world regarding its imperalist/expansionist intents. It's not as if they weren't appeasing towards Germany's agenda. They allowed them to have Czechoslovakia through the Munich Agreement. Hitler just didn't care and explicitly broke the deal he made with the future Allied powers. Regarding the USSR, the French and British weren't stupid enough to try and declare war on both the USSR and Germans, when they knew that they had recently signed a Nonaggression Pact.
