The first one is a legitimately great comedy. It's basically Reitman's magnum opus.
The second one is a rehash of the first as far as plot goes, but when you combine the interesting visuals(the slime effects, the train scene, etc.) and the comedic genius of Murray, Aykroyd and Ramis, you still get a genuinely enjoyable movie.

It's a great comedy, not that much action, but it's there when it's needed. Most of the humor is derived from the banter between the characters, and the general absurdity of a bunch of guys starting up a business that's about hunting ghosts.
It also has excellent special effects, most of which are impressive to this very day. This is a movie from a time when comedies didn't have to look like shitty direct-to-video productions, it has actual production values.

I would call it a continuation because there is actual plot and character development between the two. It's minority, but it's there.
To be honest Ernie Hudson isn't even a major character in the first movie. He shows up more than halfway through to facilitate some exposition and provide an everyman contrast to the other guys. Rick Moranis does a lot more and he isn't on the poster either.

This. The first Ghostbusters is an entertaining movie and has some unique concepts at work, but the sequel is pretty much a rehash of the first movie. The beats are almost exactly the same, the only difference is that Dana works at a museum. It has its moments but Ghostbusters 2 isn't really that great of a movie. But let's be fair, this reboot is going suck all of the dicks.
