That's going a bit too far. I'd say that the two films are equally visually strong, with Akira excelling more in animation and GITS having more stylish direction. Both films also have a great soundtrack.
I can understand people feeling that GITS has a better story, and I personally agree, but it really irritates me when people claim that Akira has a "bad story" just because it leaves some details ambiguous.
