It's not the most obscure Doctor Who spinoff to ever exist.
It's dead obvious why they made it, they wanted to expand the brand territory of the show and try to catch some more of that current YA money by making something 'dark and sexy' about teenagers. The main show contains zero relevant characters of an appropriate age who anyone cares about, and has the problem of simultaneously being too kiddy and too oldie. The school, on the other hand, is an easy way in and gives lots of excuses to tangentially connect it to the 'universe' (lel).
Get an acclaimed writer on board who hasn't burst onto the YA adaptations scene yet, and bob's your uncle.
