Clark developing/learning to use his powers was really drawn out, I guess the writers wanted to milk it for all it was worth. He does fly a few times in the early seasons, but only in dire emergencies, like when Lana gets caught up in a tornado.
I believe he does start flying regularly during the last few seasons, but it's been a while

Rewatched season 1 the other weekend, it holds up well. Seth has his cringe moments and the end is very phoned in just so they could get the audience hyped for season 2, but other than that it's great. Season 2 is great as well, currently rewatching it.

It was a WB show and was meant to cater to girls as much as possible. They even copied the naming scheme that a lot of romantic drama shows used where the title is just the name of where the show takes place like Dawson's Creek or the OC.
