Generally speaking, it's a superhero convention that going out of your way to seek power for yourself is a villain trait, while heroes either attain power by birthright or having it bestowed upon them by others. It should be no surprise that Marvel's two biggest self-made superheroes often straddle the line between hero & villain. I'm not sure I necessarily agree with the mentality behind it, but it's one of those things that's so heavily ingrained that most writers probably never even think about it.

All his other stuff took years of training, even learning how to contact beings like the Vishanti and how to channel the power they'd be willing to loan him.
MCU Cap was chosen for the serum because he was a loyal and self-sacrificing soldier. Batman trained his whole life to BTFO of criminals.
