I know this thread is a mess and I shouldn't join in, but while anime and cartoons aren't the same they're also not mutually exclusive. "Cartoon" doesn't mean western animation either, nor is it indicative of quality.

My Neighbors the Yamadas is an anime, but it's also a cartoon.

Emperor's New Groove is a cartoon. Pocahontas is an animated feature. Emperor's New Groove is still better.

Winsor McKay's Little Nemo shorts are cartoons, since he was a cartoonist adapting his newspaper work to animation. Winsor McKay's Sinking of the Lusitania on the other hand has no significant stylistic roots in his work as a cartoonist, and shouldn't be lumped in. Of course there's all sorts of middle ground, and you could debate whether or not something like Bambi is a "cartoon," since it obviously owes a debt to classic cartoon shorts but so does nearly everything else. Things get blurry and its not worth fighting about.

I own several kimonos, which I wear around town. I want to get used to wearing them before I move to Japan, so I can fit in easier. I bow to my elders and seniors and speak Japanese as often as I can, but rarely does anyone manage to respond.

I'm saying that anime CAN be cartoons, and that enough animation is ultimately indebted to early cartooning that you could make an argument for using the word to refer to any of them, doing so is reductive and overlooking how animation is extremely varied yet cartoon is a word with narrower implications.

I mean cartoon does technically mean "hand drawn animation," but these days it's used mostly to refer to something with a specific set of sensibilities and goals. We use the word "cartoonish" to describe things in real life, but when you say that you don't mean "like an animated movie," you mean that it's like the branch of animation that puts much greater emphasis on simplicity, absurdism, and exaggeration.

Some anime sure, but a lot of it is concerned with plot and continuity in a very uncartoony way, and humor usually isn't the top priority.

The absurdism and exaggeration are often there, but usually not to any remarkable degree - it tends to follow more grounded rules than something like Betty Boop, Ren and Stimpy, Spongebob, etc.

A character turning into a chibi crying massive tears and wagging their arms about in a big motion smear - that's cartoony, and a show/movie with those kinds of stylistic breaks can be anything from "anime that lapses into cartoonishness" to "anime that is also a cartoon." Depends on how much you think your understanding of an anime's "reality" is effected by those things. Pom Poko's a good example since its mostly got a consistent realistic visual style, but the tanukis shift between being realistic, anthropomorphized, and a minimalist doodle.
