Read the other two APIs they put (conveniently) before the Bing one.
Apparently it's intelligently extracting information from the image and analyzing faces to detect emotions.
In reality it's just reverse image searching the image to find common keywords. I'm sure there are clever algorithms involved, but it's no different to putting an image of a man eating salad into Google, and Google searches with the text "man eating salad".
This is all a joke they'll reveal in a couple days.
Bing will have a small spike in popularity for a while, this website (and its sister websites about dogs and celebrities) will stay up, there'll be a few more of these threads, and then things will return to normal.

Look at this thread. It's misreading emotions all over the place.
There are websites that claim to do the same thing.
It'll reverse search your friend's photograph, probably find it on Facebook (since they sell all your personal information), look for key words ("omg u look so happy! lol") and if it doesn't find any, then it'll do something very simple like posterize/threshold the image and see if the long horizontal line below the two dark dots has more high pixels (smile) than low pixels (frown) and more light pixels (teeth) than dark pixels (closed mouth).
I'm not saying there aren't clever algorithms behind it, but they're the same search algorithms that search engines have been using for years. It isn't using artificial intelligence to do this, it's using data mining and a huge database.
