Bucky is "presumed dead", but brought back later. His life was never a plot-point that was left unresolved, the viewer merely assumed he was killed, the plot was left unaffected.
Cap 2 can't exist without the first one, but Cap 1 can exist without all the next ones. It was set up at the end for a sequel, while the entirety of BvS was made for sequels solely in mind.
