There were thousands of imperial officers, soldiers, engineers, etc. on the Death Star. Most likely joined the Empire because they wanted to help keep order in the universe and do some good.
Even with that being the case, Luke was completely in the right by destroying the Death Star. It had already destroyed on entirely peaceful planet to make a point. It was minutes away from destroying Yavin IV. Destroying the Death Star was literally the only option they had available to them.
