It's not that Morgan is right, it's that Rick is wrong.
They need a way to sort the people who can join their community from people who couldn't, or people who are doing so for ulterior motives.
And they need a way to make it so they don't have to kill everyone they fight. Some of them just ended up with bad groups, and would be people who are happy to live in Alex with the group.
But Morgan has to understand that it's on him to set this system up, and to get support for it. He shouldn't just go to Rick to ask permission. This is a small community, Rick is only 'in charge' because he makes good calls. That's how it works in band sized communities. Morgan just building the cell without permission or help is a step in the right direction, but he needs to start recruiting help or the cell will be pointless.First half of season seven - Negan appoints Morgan and Michonne as sheriffs of Alex in his name.
