I saw a 60s/70s western years ago late at night on tv. It had the craziest soundtrack ever, amlost entirely just whistling that got more and more elaborate as the movie went on. No idea what it was called, never seen it since. Wish I knew what it was in order to rewatch it now.

The best movies use music very sparsely. It is so easy to toy with someone's emotions by using music. This is one of the reasons that The Wire was excellent.
