And if it is true why would Lucas cut out such a cool twist?

It makes too much sense not to be true. If it was only one or two things that pointed to it, I'd pass it off as a coincidence, but there is a mountain of moments in the films that look far too suspicious when going in with the mindset that Jar Jar is a sith lord.
Lucas should have gone through with it.

The problem is the rule of two and Darth Maul existing at the same time as Darth Sidious.
If Jar-Jar had been the true Dark Lord and Sidious' master, why would Sidious ever send Maul anywhere near him? He shouldn't rightly want Jar Jar to know he's broken the rule of two otherwise he'd very well give Sidious an ass whooping on top of killing Maul.

Lucas made Jar Jar character in Episode 1 FULL retard, and people mock at him because of it and hated it everywhere.
He tried to make him like The Mule in Asimov's Foundations, but he fucked up and back tracked creating Count Dooku later on because of the hate against Jar Jar.

He shouldn't have pussied out with the Sith thing, Episode 1 has clear foreshadowing of this IMO. Could have really made the next prequels maybe even interesting or watchable. But he is a hack after all.

Now it makes even less sense. Why is he so much better at using the force than Sidious? He's manipulating Jedi, he's using force powers in front of them without them noticing, Sidious never pulled anything like that off in fact he had to stay really relaxed on the force powers department in front of them.

Jar Jar being the Master of the Sith makes sense, what doesn't make sense is having another Sith apart from Sidious with a Darth title, in-universe that tended to make Dark lords flip their shit so Sidious would have Maul in secret and Jar Jar wouldn't have known about it.
In TCW Sidious straight up shit stomps Maul and his apprentice just for this very same thing. It's why Dooku never made Ventress a true Sith and even in shit tier games like TFU Vader was completely paranoid about it and killed his own apprentice the moment Sidious found out.
It's just a thing in the SW universe.
So Maul is just a really big problem for this theory.
