Especially Clay Davis. There are plenty of Maryland politicians who would, and still do, exactly what he did; solicit drug dealers and other illicit sources for political machine funds. If one had the opportunity to simply walk away with cash that was collected from an illegal revenue source, doesn't actually exist on a ledger, and is from individuals who wont pursue legal action as a result of the aforementioned source of the money, you don't think they'd do it?

Get a subscription to the Baltimore Sun and either wait or go back and look at their archives. Hell, even look at the city paper. They had a piece on Rudy Williams last year where he talked about raising and donating funds for Maryland delegates.

The second season is somewhat stand alone whereas the rest of the show ties together. Saying that, the second season is great and has many great characters and sets up some long term characters. Just watch it all faggot. The first season is a little goofy after rewatching the series, but it's still great.

criminals are paranoid and believe everything is corrupt, not just themselves, so of course Stringer thought that things were going so slow because he didn't bribe the right people. Davis put that thought in his head and promised he could do something about it with some bribe money, but Stringer never thought about how Davis could just steal from him and get away with it. No one steals from Stringer Bell! The whole street knows it! But Davis lives in another world where white collar crime is utterly ignored, Bell is just a guy you can rip off safely as long as it was under the table - Stringer didn't understand that. What can Stringer do? Without implicating himself, nothing. Assassination? That's too much heat for Bell, who's doing all this shit with Davis to seem legitimate in the first place.

It was easy to con a man who is sure of how the world works and also has too much pride to imagine people could simply rip him off. He understood street protection, but not financial protection.

The two worlds of the moneyed and the people from the street (cops and criminals alike) were a major theme of the wire.
